Missing Since: April 16 - April 17, 1996 from Phoenix, Arizona Classification: Missing Date of Birth: July 15, 1959 Age: 36 years old Height and Weight: 5'10, 175 pounds Distinguishing Characteristics: Caucasian male. Brown hair, blue eyes. Foster may wear gold-rimmed eyeglasses. He has a tattoo reading "achel" on his chest; it used to read "Rachel" but he scratched the R off. He has the word "mom" and his nickname, Ed, tattooed on his upper arm and a tattoo of "bedrock" on his forearm. Foster wore a moustache and beard at the time of his disappearance. His upper two front teeth are chipped.
Details of Disappearance
Foster was last seen on either April 16 or April 17 in 1996, on foot in vicinity of 31st Street and Watkins in Phoenix, Arizona. He has never been heard from again. Few details are available in his case.
