Francis was last seen in the 5100 block of Brookwood Road in Baltimore, Maryland at 6:30 a.m. on April 15, 2007. Witnesses stated he tried to intervene in a drug-related dispute between Antonio Moore and Teiko Tyrone Johnson. Moore shot Francis with an assault rifle that night. A photograph of him is posted below this case summary. Moore then put Francis's body in the trunk of the Toyota Solara Moore was driving. He also hit hit Johnson in the face with the butt of his gun and tried to force him into the trunk, but Johnson was able to escape. Moore drove away with his 18-year-old girlfriend, Sierra Monet Anderson.The abduction vehicle was recovered a short time later, not far from the site of the abduction. Francis's clothes were inside, and there were puddles of blood. The rifle was found in a wooded area nearby a few weeks afterward. Several days after Francis's disappearance, Anderson turned herself into the police. She was not charged with any crimes and was placed in a witness protection program. On April 19, Moore was arrested. He was charged with attempted murder, first- and second-degree assault, reckless endangerment, kidnapping and attempted kidnapping. Francis was not with Moore at the time of his arrest and has not been located.
In May, the month after Moore's arrest, the attempted murder charge was upgraded to murder. Authorities have not found Francis's body, but they believe they have enough evidence to prove he is dead and Moore killed him. Moore went to trial in March 2008, but the presiding judge declared a mistrial due to prejucidial testimony. Moore was retried in May 2008. He was convicted of the assault charges, but the jury could not reach a verdict on the murder charge. They deadlocked at eleven to one for conviction, and a mistrial was declared again. Prosecutors stated they planned to retry the case at a later date.
Foul play is suspected in Francis's disappearance due to the circumstances involved.
