Harper was last seen at approximately 9:00 p.m. on January 8, 1999, when he left his daughter's residence in the area of Chestnut/Butler in Fresno, California for an unknown destination. He never returned home and has never been heard from again. Harper's loved ones say it is uncharacteristic of him to leave without warning. His case remains unsolved.
