Joseph was last seen in Hagerstown, Maryland on August 16, 1998. He was abducted by his non-custodial mother, Tamara Kaye Kennedy. Tamara's photograph and vital statistics are posted below this case summary. She and Joseph may be on a Native American reservation. The child's whereabouts are unknown and his case remains unsolved.Some agencies state that Joseph disappeared from Washington, Maryland.
