Milligan was last seen with friends during the evening hours of July 1, 1984 in his hometown of Albia, Iowa. Milligan was driving a maroon two-door 1977 Pontiac Grand Am with Iowa license plates. The vehicle has never been located. Milligan's case remains unsolved.
