Blonde hair, blue eyes. Milstead's nickname is Cyndy. She has burns scars on parts of her body, mainly on her forearms, and she has previously fractured her thumb. She has a strawberry birthmark on the nape of her neck, her ears pierced and one of her front teeth is chipped. Clothing/Jewelry Descriptions: A diamond ring on her right hand. Medical Conditions: Milstead is mentally disabled and also has epilepsy. She is illiterate and functions at the level of an eight- to twelve-year-old and may be in need of medication.

Milstead was last seen leaving a friend's residence in the vicinity of 16th Street and Mission in San Francisco, California between 2:00 and 3:00 a.m. on January 18, 2001. She has never been heard from again.Milstead did not have a driver's license in 2001; she had never been taught how to drive. Few details are available in her case.
