Brown hair, brown eyes. Clothing/Jewelry Description: A red flannel shirt and black pants. Medical Conditions: Ortiz has the mental capacity of a ten-year-old and he suffers from paranoia. He is in need of medication which he doesn't have with him.
Details of Disappearance
Ortiz was last seen in Port Hueneme, California on March 3, 2009. He walked away from a care facility in the 700 block of Joyce Drive and has never been heard from again. He was carrying a black camera bag at the time of his disappearance. Although authorities believe Ortiz left of his own accord, he is considered to be at risk due to his medical conditions. His case remains unsolved.
